Companies in Quebec can now hire 20 percent of foreign employees instead of 10 percent. These companies have provided employment opportunities for the following professions, which are specific sectors:

  • Retail Sale of Goods except for Foodstuffs;
  • Food and Housing Services;
  • Production of Food, Beverages, and Tobacco;
  • Investing, managing, and providing administrative favors and support to Companies
  • Health Cares
  • Forestry and Logging
  • Metal Products
  • Plastic and Rubber Products
  • Wood Products

How to hire non-Canadian Applicants without permanent residence in Quebec

In hiring a non-Canadian employee, the employer is responsible for initiating and completing the applicant’s immigration process. The job offer is generally the first step in the hiring process. To hire a non-Canadian employee who is not a permanent resident, the employer needs to obtain a Labour Market Impact Assessment (LMIA) and a Certificat d’Acceptation du Québec (CAQ) from the applicant. In the meantime, professions exempt from labor market assessment will not need these two certifications.

Employees must apply to Immigration, Refugees, and Citizenship Canada (IRCC) for a work permit. The documents you need to apply for a work permit include:

A job offer letter, an employment contract with the employer, and a copy of the LMIA

If the LMIA is positive, it indicates that no person or permanent resident in Canada is available to the employer for the job offer. After entering Canada, job seekers must apply to the Border Services Office for a temporary work permit. With the permission of this office, the applicant can start his work.
