When there are no workers in Canada, the country can temporarily relocate foreign workers. An employer looking to hire a foreign national in Canada often submits a Labor Market Impact Assessment to the Canadian government. The Government of Canada examines the application to determine whether the employment of a foreign national has a positive or negative effect on the Canadian market.
